Oregon to launch new Explore Health state health insurance marketplace in coming months

In less than 10 weeks, Oregonians who buy their health insurance on a federal website will be able to turn to a new state-backed platform to shop for coverage, determine if they qualify for financial assistance and enroll in a plan. 

Starting Nov. 1., a new ExploreHealthOR.gov website will take the place of the federally-managed platform Healthcare.gov for the state’s private health insurance marketplace, where nearly 120,000 Oregonians currently go to buy health insurance. The state Legislature in 2023 passed a law requiring the Oregon Health Authority to create its own online exchange by November 2026, and Explore Health earlier this month received federal approval.

Health Authority officials framed the transition in a recent news release as a move that gives the agency “greater flexibility to respond to the needs of Oregon consumers and communities.”

“Explore Health will give Oregon the flexibility to design a Marketplace experience around the needs of our diverse communities and respond to local data, feedback and changes in federal policy,” Chiqui Flowers, director of the Oregon Health Insurance Marketplace, said in a statement. 

This isn’t the first time that Oregon has tried to launch a state-based marketplace. Shortly after opening in 2013, the state’s new Cover Oregon online marketplace began a long downward spiral, facing rising costs, software errors, an unusable interface for enrollees and massive backlogs. State officials in 2015 scrapped the effort, but Oregon earned a reputation at the time from some critics for having one of the worst online marketplaces in the nation.
